TrinityRail monitors these Circular Letters as they relate to or may impact TrinityRail’s fleet, its customers, its shop network and its manufacturing operations. Members of the portal will be able to open the Circular Letters and any attachments. Non-members will need to access the Circulars via their AAR Circular Subscriptions.

Summary: The Tank Car Committee published circular CPC-1395 to maintain continuity of the activity code certification requirements as presented in CPC-1389. This did not change the requirements for certification of activity codes required by tank car facilities. However, as there were changes made to App. B paragraph 2.0 of M-1002 the TCC will consider comments to that paragraph.
At this time, each M-1003 facility with tank car related activity codes must include the 2019 requirements of M-1003 in their quality assurance program, which remains in effect until June 30, 2022. At which time App. B as presented in CPC-1395 will be in effect. Comments from industry will be considered by the Tank Car Committee to determine if any modifications are necessary to M-1002 App. paragraph 2.0.

Summary: The Canadian Car Repair Facility Labor Rate, effective 7/1/22 is $228.54 CAD. This represents an increase of $0.05 CAD from the calculation for 4/1/22. The currency conversion factor used to calculate the Health & Welfare portions of the April 1 Canadian Labor Rate was 1.2617. The currency conversion factor used to calculate the Health & Welfare portions of the July 1 Canadian Labor Rate is 1.2634. This caused the increase in the Canadian Labor Rate.
