Summary: The AAR QAC solicited comments on revisions to AAR MSRP, Section J, Specification for Quality Assurance via AAR circulars C-13838 on 8/13/21 & C-13847 on 8/31/21. On 9/30/21, the AAR TCC submitted formal comments which supported many of the revisions proposed by the QAC. Within these comments, TCC also recommended that certain requirements & wording remain unchanged to maintain alignment with M-1002 App.B & the 2019 version of M-1003; & recognized the ongoing efforts of the Auditing Quality Task Force actively working under the direction of the AAR Mechanical Committee. The QAC published circular C-13924 on 1/10/22 implementing revisions to M-1003 with an effective date of 7/1/22, to allow the customary six months for M-1003 programs to be revised. At this time, each M-1003 facility with tank car related activity codes must include the 2019 requirements of M-1003 in their quality assurance program, which remains in effect until 6/30/22. Not later than this date, it is intended that App.B of M-1002 will be revised by the TCC to implement the information indicated herein.
